Dave, I would hire a professional. The sludge could be explosive so it needs to be pumped out and the tank purged to remove all vapors. This before cutting a hole in it. Most use an air nibbler to cut. Once the tank is cleaned it could be filled with a flowable fill. This is a concrete and flyash mixture (I believe). Regular concrete will just pile up in the middle. In most states heating oil tanks are unregulated but you would need to reveal its existance to any future buyer of the property by law.
