I would remove it in its entirety, particularly before it contaminates your property, which you will be responsible for, and will affect your property value. One thing to note, it will only become more difficult and regulatory to remove tomorrow. Do it yourself.

Secondly, don't assume it has diesel. It should be tested before you try to weld/cut/saw. It may have been used as a slop tank, and could be filled with who knows what. You can pour sawdust in it, kitty litter, etc, to soak up the fluid, shovel it out and dispose of it or burn the sawdust if appropriate. That all being said, I have been inside a diesel fuel tank on a tugboat, ankle deep in fuel, welding. Of course we were properly vented though. I don't recommend that. its too scary to be worthwhile.

Get out the power wagon, and remove it from the ground. Put it in the bed and dispose of it. On the way home, pick up some fill dirt, fill the hole, and plant some petunias. Sit on the tailgate, knowing you'll never have to disclose that you have a rusted out tank full of sludge on your property to anyone in the future. It was properly removed.
