By your descriptipn, you do have power to the gauge or it would not read at all. The sender is at 0 ohms when full and 240 ohms when empty. Since you have checked your ground on the sended ( it must be good), I believe your problem is a break in the wire from the sender to the gauge. A break in this wire would be like 0 ohms and make the gauge read full.

I just connected the senders on my dual tanks on my M37. Before the senders were connected, both my fuel gauges read full. Which is the same as your dealing with. My senders not connected were/are the same as a broken wire between the sender and the gauge.

Try taking a long piece of wire and connecting it to the sender output post and just run it outside the truck to the gauge terminal where the fuel tank sender line is now connected. If you get a reading = to what you feel is in the tank, you have a broken wire ....somewhere.
