There is an inner flat nut with a pin/nipple that is used to tighten the bearing. Then there is a flat washer with holes in it and slot that fits in the knuckle groove to hold the nut in place. Then there is the outter nut with a shoulder that you tigthen against the flat washer. All this maintains the hub bearing adjustment and prevents the bearings from backing off the nuts. The outter oil seal rides on the shoulder of the outter nut and goes between the hub and axle. So after taking the axle off, you have to take off the seal to see the nuts. Sounds like you missing some parts.
