Front end shimmy need some help

Test drove my 57 FF tonight and it felt like the front end was going to fall off. A bad shimmy or tire bounce over 35 miles an hour. The tires only have about 20 pounds of air. Everything is new or rebuilt. Could it just be low tire pressure? Or do you balance the tires?
