You should always set your intial timing with the vacuum advance disconnected and plugged. Set you idle (warm) first, then set your timing. Readjust the idle, if necessary, reconnect the V.A., and off you go! If you notice pinging under load, retard it just a bit, but that should get you there.

It will cause no damage to operate the engine without the V.A. connected UNLESS:

a) you notice pinging at different rpms and load
b) you don't plug the vacuum port (running lean, cost you a valve job)
c) difficult to start either hot or cold
d) poor performance and fuel milage

I know several people who do not use the vacuum advance, mechanical only, without incident. That's actually an old VW trick- change out the distributor to a Porsche 009 centrifical only to gain a couple of horses.
