Using a Gear Puller May Work, But due to the age of the vehicle in all likelyhood it will damage the back of the steering wheel. That type of puller's teeth have a tendency to spread out as you apply pressure. There are also several different Jaw configurations for that type of puller. Unless the back of the wheel is perfectly flat, and you don't mind risking damage to the wheel, then try it.
