I expect the reason the POR-15 folks don't recommend
their product for nuts and bolts is three-fold:

a. The surface to be painted needs to be rough for
proper adhesion. This is accomplished on rusty surfaces
simply by the nature of the rust. Trying to use it
on a smooth surface like a nut or bolt would not allow
proper adhesion. POR-15 holds great to sandblasted
bare metal, however.

b. The paint thickness is something like 0.020 after
it's dry. If you paint the shank of your bolts with
the stuff, you'll have a tough time getting it into
it's mating hole. If you paint the head of the bolt,
or the nut, you will have a tough time getting a wrench
on the thing.

However, I've used the stuff to paint over bolt heads
after they are assembled, with good success. However,
when I've had to remove a bolt that has been coated
with POR-15, it has chipped and pealed off the head,
and needs to be re-coated upon reassembly.

I havne't used ZERORUST PAINT, only POR-15, and can heartily
recommend POR-15, if used as intended. There is another
product, virtually identical to POR-15, advertised
in HEMMINGS AUTO NEWS, called HIRSCH'S MIRACLE PAINT.
It works great too.
