Dwight, have the nut flush with the top of the shft and use a COPPER Mallet. It is soft enough that it should not cause any damage. If it is too deep inside of the wheel where the nut goes than put the mallet down on shaft/nut and use a ball peen hammer to strike the copper mallet. You may also want to spray a little rust penetrent in between the shaft and the wheel. If it is a hollow shaft it shouldn't take much to free the wheel. Other than that, maybe someone else knows of a better way.
