I've had several vehicles that had what you describe. It was a fairly common option on most Mopars. The earliest one I've had that had it was a '59 dodge Royal and the latest was a '73 Plymouth Duster. Generally, the higher end vehicles like the Imperial had electric while everybody else got foot pump if they ordered it.
