John, I installed the welt you're talking about from VPW between the cab and fender. I put the rivets through the center of flat piece, which made the top of the rubber when finished more or less flush with the top of the fender. I like the way it came out. I didn't install anything between the fender and splash shield.
You can see photos of my truck on Paul in NY's "Restoration Alley" site. I think there is a close up of the fender/cab.
