If fixing the master cylinder doesn't work then I would suggest taking the pedals off and cleaning the metal rod that the bearings of the pedals roll on. My 1962 W100 pedals were very sticky when we bought the truck and once we cleaned it up it worked very well. There was a lot of dried grease and dirt that wouldn't allow the pedal to return.
