The original Dodge bolts were quite strong. No longer available, sadly. ARP is OK - Chevy V8 head bolts (forget which ones - have to look a bit) work and are much cheaper.
To clean out the threads, you can cut a V in an old bolt and run it back and forth. Have heard not to use a tap, but I don't see why not (within reason).
I hear the old builders advise usng sealant on the studs in the block. I know this is needed on the manifold studs.
