Cowl Vent Adjustment

I'm putting the PW back together and cant figure out the cowl vent. I put in a new gasket and tried to line up the vent so it would close centered over the hole and gasket surface- no luck. The 4 small screws allow you to adjust the height of the vent on the bracket. Under the dash are 2 small bolts that are attached to the bracket and handle mechanism. It seems that these bolts allow you to move the vent forward and back but if you tighten them too much the vent wont move {Pivot}. Whats the secret in getting the vent to close centered over the hole and tight to the gasket?? What the heck am I doing wrong?
