What's so illegal about selling a good Power Wagon frame?

I sold a frame a month ago to a gentleman that has a real nice 1949 B-1 Power Wagon that had been stretched 3 feet and the frame was messed up so he wanted a replacement frame. The PW was a runner/driver with almost perfect sheet metal but a bad frame so I supplied him with a good frame. What's so illegal about that?

He also has a pretty nice WDX that also has a bad frame and I'll probably sell him another one of my frames so he can save that truck also.
