Electric fans are the easiest answer in my opinion. A Flex-A-Lite will actually fit in front of the radiator behind the grill if you put it on first and line the thickest part of the fan up between the horizontal flat metal of the grill (put the fan on then the grill it won't slide up into the space). You will also need a fan on the inside because I never had a lot of luck running only one. I ran this setup with a ford flat head (junk) and then a 318. The link is to a pic of my truck when I ran this setup.
I also have an M-37 with a 251 and I run two electric fans one in front and one behind the radiator. they are offste to one side because the water pump neck nearly touches the radiator. Sorry no pics of that it's on the other side of the state.
