HP is the measure of work done over time.

1 HP produced by an electric motor is equivalent to 1 HP produced by a gas or diesel engine.

What you want is to find a gas or diesel engine that produces the same amout of Torque at the specified RPM as your electric motor.

If you don't know the torque rating for your electric motor here is a formula for approximating the output.

A 1 horsepower (746.0 watt) motor operating at base speed of approximately 1750rpm produces 3 foot-pounds of torque.

That would put your torque rating at approximately 45 foot lbs. Your should look for a engine with at least this minimum rating in the specified RPM band,
