Now I see here in San Diego county that all contruction sites do a couple things. They put down a temporary steel sheet with angle iron cross pieces welded on to make it like a cattle guard- shakes the loose stuff off the trucks on exiting. Plus, they have to put in curbs and pave before starting on the actual buildings. That keeps the workers car tires from picking up stuff. It's also part of our "storm water run off prevention". Anyplace that has bare dirt has to ring the place in rolled up rice hay. It looks like a 10 inch diameter snake writhing around the property. I guess it acts to filter out the dirt from going out to sea. Next thing will be to line the river bottoms?

In California, dump trucks don't cover their loads, but they can't be loaded even one pebble above the side boards. Plus they usually have a broom on the rig to sweep them down. Probably pressure from auto insurers got those laws passsed.
