The laws are there Fred. In the case of an infraction an officer can only take action against what he sees . If the vehicle code prohibits it the officer should have cited the operator for an uncovered load. In some states this is the law and in others the burden is on the following driver to leave adequate maneuvering distance.
Consult your state vehicle code. If the driver was in violation , take his company to small claims court.
In California , the vehicle code allows only two materials to fall from commercial transports. Those being water and chicken feathers.
I'm not a lawyer and I don't play one on T.V.
