If the cam and lifters are in good shape, they can be re-used together. The lifters should be used in the proper order in which they came out of the motor. Have someone who has experience look at them for you. There should be no scoring, scratching, pits, or wear on the hard faced surface. No distortion or discoloring. Check the lifters to see that they do not have a carbon 'ridge' on the circumference of the ends.
