Where are you located? I trade frames with you if close. I have a very nice center winder frame and have been trying to save a military for a while now. Sounds like that is what you have. Should have 6 screws in a row on each side and 1 facing inward each side. The pins that hold the halves together are actually about twice as long.
Best thing to do to see what condition it is to bead blast it. If sandblasting do it lightly.
Primer idea is what I was planning. Probably use some zinc chromate with fish oil in it. I've seen from experience it holds up pretty well. Good luck and have fun. Kevin
