Well most of the detail has been covered in the discussion (I might even say argument...) below, but a couple of pointers;
Cabs that look exactly like that one were supplied to the military on the WC3x and WC4x series half ton 4 x 2 trucks, so it could be a military cab, even with cowl lights and wind-up screen.
I actually have a one ton '39, and a VC 3 military 1940 sitting here and I have all three VC military manuals and the VC parts list - don't see any suggestion or listing for a wind up screen on a 1940 military 4 x 4 cab.
That cab probably is 1941-47 civilian, but can't be sure.
