The spring-thing is the presure relieve valve. It only allows oil to the filter when there is adequite volume to the rest of the engine. So, it comes from that port in the block into the upper,outer section of the filter housing. That allows lots of space for the crud to accumulate. Then it goes through the filter, down it's center, and into the block, feeding the crank.

The relief valve is a liitle more complex that just a pressure valve. It opens and closes two channels? I think?

I would only expect the housing to be empty after looong time parked.
