Ok , I have been at this for years and have pretty much done every type of body work known to man and I get a kick out of the guys who insist a vehicle must be stripped to bare metal in every case .
If there is any kind of rust showing the paint will need to be stripped .
If there is several coats of paint on the vehicle , you may as well strip them all off .
Nitrocelulous lacquer will need to be stripped in most cases before topcoating.

I have removed just the top layers by wet sanding and left just the original paint as a base but it is a lot of work .
If the original paint is sound with only mild chalking , sand the paint down and go at it.
Watch for scratches that go down to your base metal.
Most of the old paint contained a fair amount of lead
so if you have a original hard old enamel paint job. Leave it alone if possible.

Have fun and stay safe.
Wear coveralls and wash them seperately from the rest of the house hold stuff .
Hepa bags are available for many sop vacs.
