Probably the same person(s) who only put door locks on the passenger side expecting the driver to exit out the drivers side so they won't get run over.
Wait, that same person worked for Ferd when they thought that an additional sliding door on the passenger side of a Mini-Van was dumb, and then lost the market to Chrysler. (This is a little known fact)
