Question for the COTWM

What is the lowest recommended pressure for an 11.00R16 mounted on a split rim Budd wheel. I'm trying to design a air tank/bumper that I can use to air up a flat in an emergency. If I air them up to 30psi after being dead flat, I would need a 6"x6" piece of square tubing 7' long (provided it had 85psi in it). It would be nice if I could get away with only airing up to 25lbs.

Also, what are the consequences of running 3 tires at max pressure and one at say 25 or 30 lbs? Would that screw anything up? Combat rims help at all?
