If you're working at the bench all day. a lower height will take it's toll on your back, so 40"+. If you're going to sit, get a tall shop stool to place at a comfortable height, don't lower the bench.
The post about legality of receptacles is correct, I'd place everything in a shop at 48" AFF (that's above finish floor) out of the way of wall units, flammable fumes and easy to reach without bending over.
