Top end should be no more than 3200 rpm. Do you have a secondary spring adjustment screw at the top on the side of governor and a speed adjustment screw on bottom side of governor? If so, hold the bottom adjustment screw and turn the adjustment nut clockwise 1/3 at a time, until you reach 3200 rpm. You may have to make a wrench for the adjustment nut
