My turn to agree. Using an old frame to make a mold would result only in marginal results. Maybe okay for a one-time use. To hold repeatable tolerances, and to insure that hundreds of frames could be made, each exactly like the one before and the one after, a pattern would have to be made. A very costly venture. Reverse engineering an original would net much better results, but the windshield frame would be very hard to reverse engineer. Dimensions taken from original detail drawings would be the best way to develop the tooling.

One of the day to day things I do is design weld fixture tooling. This includes fixtures for robotic weldments on everything from Toyota seat frames to John Deere corn head beams to A.O. Smith water heaters. Have you ever seen a bare seat frame? It is very much like a Power-Wagon windshield frame. Very hard to tool and I am dealing with them after the hard work is already done - the tooling for the forming and bending. I believe the figures Mr. Bizal quoted are for only part of the total picture. We are talking tens of thousands of dollars payed to more than just one sub. I don't think a person could build these, sell 5,000, and not loose their shirt unless they won the lottery before hand.
