every master cyl I took apart, the rubber washer was the last thing to come out, on assembly, in first. The drag on the brake shoes and brake lights on is most likely due to the piston not fully returning, therefore the port (one of two small holes you can see by looking in the filler cap area when rebuilding) is not opening to let the fluid back.
