If your original sending unit looks ok, nichrome wire isn't broken, but (obviously) won't work, try this.

You have to consider three ground paths.
1. Tank to frame.
2. Tank to sending unit.
3. Inside the sending unit.

The first two are easily remedied with cleaning or a grounding wire.

Now, 3. On the sending unit, there is a little phosphor bronze, (at least on my '48 there is) grounding pivot. This thing swings with the arm and contacts a small circular mating depression on the sender body. Rust and crud will prevent this ground path. Gently lift the bronze contact, and using a dremel with that useless 1/16" ball cutter tool that comes with every kit, gently grind the rust from the socket, and all should be well.
