A vacuum operated engine governor was often installed below the carbureator and above the intake manifold. WW II military Dodges and M37's typically had these. When the vacuum reached a certain velocity, it pulled down a plunger and shut off air to the engine, preventing over-reving. They are adjustable, too. Try military parts dealers for these.
