Mark, it sounds like it is probably the sender. If it is a electrical type sender, try unplugging the wire that connects to the block sender. If the gauge moves then it is probably the sender and it will have to be replaced. It is not uncommon to see this happen due to the sender overheating and sticking internally. If it is a sealed mechanical sender/gauge unit, then try lightly tapping on the gauge and see if it comes back down. If this doesn't work then you are going to have to replace it as a unit and these are way more expensive to repair then the electrical type.
