There is a paper gasket that goes between the cover and seal on the inside. If the felt is the same size as the seal, and you don't have a paper that size, then that is the gasket you place in the cover before installing the seal. Soak it in oil before installing.
The gasket that goes between the block and engine support plate has a rectangle hole in top left and lot of gasket material on right side when facing front of engine. The cover gasket is narrow and matches the cover.
