The Army uses vehicles for military purposes, and these are procured for that purpose. These vehicles are issued to combat formations for use in military operations. The U.S. never used FFPWs as military (a.k.a. "tactical") vehicles, but did use the M-37.

All services also buy lots of "normal" production vehicles for non-tactical use: sedans, pickups, big trucks of all kinds. The Army probably bought any number of FFPWs for these purposes. I recall seeing a training film on atomic weapons tests in which a FFPW was towing some trees as test articles in Nevada. All would be marked "U.S. Army - Official Use Only".
