Finally a subject I know alot about-construction.

-What materials exsisting walls of the garage are.

This can be a problem if you have this moisture build up and you close in the walls with out proper preparation and ventillation.

Condensation can also build up on the inside of the walls without proper ventallation.

You maybe able to solve SOME of this with a dehumidifyer.

As far as a materials that can handle water being sprayed on the floor and hitting the bottom of the wall, try:

-Fiberglass sheet goods(over plywood)
..Some of these have a tile pattern.

-Tilebacker board(aka,wonderboard), then tile it from the floor up to one foot high.
..Can be painted instead, use Dry Lock.

Stay away from OSB, MDF, Fiber boards or any other sheet goods that swell up or break apart from moisture.

I would caulk the bottom of the wall material so that water does not flow under the material toward the inside of the wall.

You may need to vent the walls from the exterior depending on the type of material used, how it was water proofed(if at all), or apply a vapor barrier to help reduce moisture build up inside the walls.
