Those are 'Torque to Yield Bolts' and require Torque to Angle to tighten. Some manufactures allow reuse, others do not.

For example, Cummins has a head bolt length gauge. If the bolt fits in the gauge, it can be reused, if not it gets tossed. This is from the Cummins Shop Manual.

Actually any bolt in critical service, in my opinion, should not be reused unless it can be checked for yield (stretch length). If someone before you, over torqued a bolt and 'yielded' that bolt, it can fail. In most applications, bolts that have not been 'yielded' can safely be used over. The problem is....how do we know if it 'yielded'.
So I use new fasteners in critical service applications, cheap insurance.
