First, never paint concrete, the two materials are dissimilar, non-compatible, won't bond and you'll be painting for the rest of your life. The best, most economical way to seal the floor is to burnish the slab while placing the concrete, now that the opportunity has passed, the best way to seal or coat the floor is to wait at least 60-70 days until the concrete has cured properly (you should take a mositure test, but if your climate is dry that may not be required) then use a quality two part epoxy floor coating. Surprisingly Sherwin Williams does make some very good coatings...in their commercial line. Go to their web site and read up on the product specifications stay away from anything that says homeowner, easy or one-step, you'll be wasting your money.
U-coat-it has some very good products, but they are not inexpensive. Read all you can before you buy. A properly prepared slab, properly coated is a delight indeed! One cheaply done is a nightmare.
