This engine uses a gear type fuel pump.
You have to prime it with fuel and keep it primed. It will not suck air.
Fill the filters with fuel and force it through the pump. A air supply goes a long way here.
I have in the past filled the filters and primed the pump with fuel. Then I have ran them on either a little at a time until it bleeds itself out.
Or you could remove the valve cover and bleed them yourself while cranking tne engine and burning up the starter in the process.
Fill the filter and either it.
