proper vin # question

I am getting ready to register my 48 Power wagon, looking at the title I am wondering if this is the vin number and not an engine number. T1371***4 I hid a few numbers.
I want to get as many registered as possible before Connecticut changes the rules again. Right now no inspections are required. just a Vin number check. someone new is taking over head of the dmv so I am sure there will be changes. Grundy wants $165 to insure this 48 and a 79 jeep cherokee. that is so cheap.
