The whole purpose of the CDL was create a national uniformity in the licensing of individuals to be able to drive the big rigs, as at the time in some state, you could get your DL in a bug, then go out and drive an 18 wheeler. Also to elminate multiple licenses by mostly cross country truckers, so they's have an extra or 5 when they got nailed for something.
But our great leaders (read as politicians) had to mess around, and what is perfectly legal in one state will land ys on a chain gang in the next.
