Micheal, I have the same problem with one of my PW It had a hoist on the flat bed and someone had welded the xmember for the PTO pump and tank to the frame right behind the cab.I carefully ground out the welds using a 4" cut off disk on an air die grinder making sure I didnt remove any frame material, Then sanded the weld away with 24 grit sanding disk then finished with 80 grit leaving the scratches alighned longitudinaly with the frame. So far so good. Alot of wierd things happen to carbon steel when heat is applied. Any time it is heated above the blue brittle range 500-800 the grain begins to change structure in the heated area and that area will become a stress point. Bolting the xmember will alowe it to flex there removing some of the stress.
