Clint...yes they changed the lights every year. The tail lights are the exact same as used on the station wagon which is where SEG(special equipment group) got the tailfin panels from. 57 used 57 tail lights 58 used 58 and so on. The outer bezel araound the lens and the lens is what changes the rest is standard year to year.
This is a pic of a 59. Have to use 59 station wagon lens as the standard Dodge lens is alot longer though would look good.
