I never paid close attention to the inner lip of the PW fenders, are they rolled over with a big radius like the outside edge or do they instead have quite a tight radius?
If the radius is tight, you could use a piece of flat sheetmetal and weld it to a flat stock cut into a circular band for the inner edge. Then you could weld the flat stock to the M37 fender to match the exact width of an original fender. You would only need two M37 fendres to make a set.
