He cannot get a title for it in NJ if it doesn't come with one, even if the state of origin doesn't require one. In my dealings with this situation, I was told that I had to get a certificate of origin or an original bill of sale from the seller. In NJ, there must be a current NJ issue title prior to registering the vehicle. Title first, then insurance proof, then registration can occur. I have found that some DMV facilities are a little more helpful in approving bills of sale or origin certificates, but it will pass through many hands there before someone has a clue. Whatever you do, don't let them keep anything and tell you to come back later. It will never be seen again. If a vehicle is titled in NJ, it must be registered within 10 days of titling or there is a penalty. I had to pay for three years registration because a truck was under restoration, so I felt there was no need until it was road ready. Hope this helped some.
