My civi 46 wc vin uses the engine number. It was first registered in the mid 60s.

My m-56 vin uses the serial number on the glove box tag, which is only a portion of the number stamped on the frame. I'm not sure when the m-56 was first registered.

I had to register a custom made trailer for work this past spring. I forgot what forms were needed (the form you want is on the back of another form with a different number, so you can't search for the .PDF by name), but I had to have the vehicle inspected by the DMV or a sworn officer (most cops won't do this). I made an appointment. Brought all the receipts and supporting documentation showing manufacture and owner transfer. The DMV lady just checked paper numbers to the numbers stamped on the frame. She didn't even check brakes, lights or how the load (water tank) was secured. I could have walked out with plates if I was doing this on my own. Seems the state had a difficult time registering a vehicle to its self.

Your's being a commercial vehicle (truck), you'll probably have to get a weight certificate too. Taxes are based on weight ;) Read the forms carefully.
