I have had very recent experiences with this issue. N.J. will not issue a title unless you have one from the previous owner. I believe that a bill of sale may be acceptible, thats how I was able to do the last one. There was a company in Alabama called Titles Unlimited, but they have since gone out of business. I also had a truck from a fire dept. in Illonois, and the only way I could title it was by getting a certificate of origin from Seagrave. Took about a year. I have been through the entire process with tiles missing and the works at least 7 times I can remember with NJ DMV, and each experience was different from year to year. The bottom line is, they won't tell you everything you need to do, only part of it. When you comlete that part and think you're done, they tell you it's no good or there is more info needed. Things like death certificates, notorizations, even bringing in the previous owner (I have done all these and then some).
