It certainly could be. My guess would be a bad connection somewhere on the primary side of the coil. I tend to follow a "divide and conquer" troubleshooting philosophy (High voltage or low voltage side? Upstream or downstream of the coil?) rather than a "shotgun" approach (replace this, it's usually the problem, okay, well then try that, maybe that's it) because I want to know that I really found the problem and I don't want to buy unneeded parts. Intermittent electrical problems can be real buggers to track down.
