It would be a real simple lathe project that anybody could do. If it was me, I'd ream out the 3/8". I'm a little confused though, because 3/8" schedule 80 (heavy) pipe is still at least 3/8" ID, and normal schedule 40 water pipe is larger than 3/8 ID. Are you sure you're not trying to use 1/4" pipe? Also, if the pipe was cut with a pipe cutter, it'll have a severe burr turned in on the inside, which might make it seem too small.
