Did all WCs come with Dual PTOs??

Did the WCs (pre M37) Transmissions all come with Two PTO Mounting openings? What is the PTO that points to the rear for on the right passenger side? The left side is for the winch. Seems the Transfer case would be in the way of a PTO Shaft going to the rear of the truck? Mark H.
